URL separators in php.ini ?

I have php 4.0.3 installed. The following is taken out of php.ini. What does it refer to and how do I have to modify it?

it refers to the symbol used by PHP to delimit arguments in an URL, in your case (and just about everyone else too), it's &.

you don't have to change anything, just leave it like it is.
