I want to store cookies and access them after exiting and reopening browser. what can I do?

you can do nothing 🙂
cookies aren't usually deleted on browser closure. So you may hope they will survive.

For sure you can store any user information on the server, but in case the cookies are deleted you have no chance to recognise your visitor (except by IP, but it's not reliable).
