Ip Blocking

Every dial up user has a dynamic IP address. So how come IP BLOCKERS on polls etc manage to stop people from voting twice. I have had this happen to me so I have cleared my cookies and my TEMPORARY INTERNET FILES and still cannot vote.

I have used PHP's $REMOTE_ADDR and used a script which detects whether the IP address has already voted but it doesn't work.

i think they block their IP range, im not sure how to do this though.. on another msgboard when they ban people with dialups they just ban an ip range -> something to look into

I think if they smart they keep track of sessions, and possible unque browser information identifier. Try clearing browser cache, clearing history, and cockies, and then opening page in another browser. You can also try using anonymous http proxies like triangle boy.
