Map viewer scripts

Hi. I'm working on an application that will serve maps.The application won't use any db. Just flat files.
I'm looking for any scripts that deal with maps, simple or not.

I want to show a generic map page that moves north, east, etc.

I also want to show a map pagee that has a spot locator for each client per page, so that i don't have to create a map for each client but to create the map templates and manipulate them accordingly to the request.

My ideas are generic. I'm just looking if there is something built out there to get ideas or to use before i proceed.
I'm waiting for your comments and suggestions.

hotscript.com yes, but couldn't find something that will not make use of the GD Library.
I don't want the maps to be created during runtime.
The maps will be there as .jpg or something else. I just want to navigate between each other and insert a .gif spot file with <div positioning> on top of the map.
This is how i have it figured out in my mind.

i've never seen one of these scripts available 🙁

it sounds like a massive project. I'm suprised sourceforge doesnt have a project dedicated to it.
