phpinfo() runs without php.ini ?

Environment : WindowsXP Pro, Apache 2.0.40, PHP Dev 4.3

ok now, here's the problem. I just installed the latest PHP version from snaps.php.net. I do not have a php.ini file in the c:/winnt directory, yet when I run the file with phpinfo() in it, the page still comes up, and at the top it says I'm running PHP 4.1.2, and the php.ini path says c:\winnt, but I'm positive I do not have that file there. I even installed the latest stable 4.2.2 version and still it did the same thing.

well then find that file, you can search dor it too with google, and copy to your c:\winnt, make sure you copy the php.ini for your windows type
