i don't think anyone will tell you how to do it, as sites like this take time and learning. But i will give you some pointers
read up on css stylesheets (especially tables)
pssibly use nested tables for the layout
put the different sections of the page in seperate files, and use include()
take time to learn - you cannot just copy and paste someone else's site.
