why do I get
"1:00" from "echo (strftime("%H:%M",0));" instaed of "0:00"?
"1:00" from "echo (strftime("%H:%M",3600));" I would understand.
Does somebody has any idea?
Possibly daylight saving time is in effect and strftime will take this into account. So with clocks 1 hour forward, the correct time for 0 is 1.

I believe the timestamp is always Greenwich Mean Time, but strftime returns the value as local time (I assume you live about an hour east of the Prime Meridian?).
See if function gmstrftime give what you expected.
