online paper submission tool in php

I would like to know if there are any online paper/journal submission tool being developed in php/mysql or jus php alone.
If so .. could anyone provide me the details . Its kind of urgent and iam running short of time 2 write it all by myself..It would be a great relief to find something like that 🙂

Iam referring to a tool that manages a scientific or technical paper/journal conference..where the authros submit their papers which will be reviewed by another set of people and based on the review the papers will be published in a technical journal.

So thats exactly iam looking for. The site hostscripts.com was good..but I couldnt find wat i was looking for.. any other site which fits my description ? let me know 🙂
