If the file has the bz2 extension, it means that's compressed file. It can be decompressed with WinRar or other decompressing program which has bz2 support. If the program does not recognize format, try change extension of the file to pdf and open it with Adobe Acrobat Reader. If this doesn't work then it's not valid pdf or bz2 file.
