match against question

please, why does using

match (author, content) against ('george bush')>0 AND match (author, content) against ('george')>0

in my query give me results with "george bush" as well as just "george"? it's acting like an OR query.

i would like this to give me only results with "george bush". is it possible without using LIKE?

the whole query is as follows:

SELECT author, content, match (author, content) against (' george bush george ') AS relevance FROM people WHERE match (author, content) against ('george bush')>0 AND match (author, content) against ('george')>0 HAVING relevance>0 ORDER BY relevance DESC;

update: the above isn't quite right. i now believe the problem lies with the following portion of the above query:

match (author, content) against (' george bush george ') AS relevance

the ' george bush george ' part to be specific, as mysql breaks this into the three atoms 'george' 'bush' and 'george' instead of just 'george bush' so...

anybody know how to force a hard space in a query???
