Well, since the server doesn't need to accept any language from the browser (only http requests), it should be fairly clear that the Accept-Language header is sent by the browser to the server.
What it contains can be found by (a) experimentation, including fiddling with the language settings on your browser, or (b) consulting a reasonable HTTP standards document such as that offered at www.w3c.org and www.ietf.org/
For another method of finding users' preferred languages - try asking them.
