with php's uploading functions, under a normal installation, do you think it would be possible to upload a standard sized mp3?

The size limit for uploaded files is controlled by post_max_size directive in php.ini. Per default this directive ist set to 8 MB.

Because you would be waiting for a long time... it will look like the browser has hung.
