The short answer is no. For several reasons.
First of all, MySQL and Access97 are not compatible and if your code works with MySQL it is unlikely to work with Access.
Secondly, there are certain practicalities which make putting a PHP and DB driven site onto CD very difficult. PHP is a server-side scripting language and relies on a web server like Apache to operate. Most people don't run web servers on their PCs. You will also find a similar problem with MySQL. People will need to have their PCs set up precisely for your pages to work. Why do you need to put your site onto CD? Is it as a resume thing, or just for transportation to a new home? If it's a resume, people won't be able to just put your CD in and view the site.
Also, just out of interest, if you have a working site based on MySQL, why convert it to Access97? Seems like a bit of a downgrade to me 🙂
