were can I get basic PHP/MySQL hosting for free ?

Anyone know of a host that gives the follwoing for free ?

1. PHP 4.x support. (dont need file upload etc)
2. MySQL support.
3. No pop-ups or banners.
4. No constant down time.

Bandwidth, web space not that important.

I just need to add a basic news page script for a friend, and include it in his current website (hosted somewhere else).

Have a look at Portman (www.portman.co.uk). They allow PHP 4 hosting. They also have a sister site called portmansql (www.portmansql.co.uk) which deals with all their MySQL stuff.
