A simple(?) file operation has me stumped

Hi yall,

I need a scrip to open a file, write one line to the beginning, and chop one line off the end. That is, if the file has 10 lines to begin with, it'll have 10 lines when I'm done, but one new line will be added to the top, everything else will be moved down, and the last line chopped off.

Been racking my brains with fopen and "a+" and whatnot but havent found a good, quick, efficient way to do this.

Thanks for the quick reply! I added a final ) to your fwrite statement to avoid parse errors, but that still didn't work. The script bit you gave now produces no errors, but seems to have no effect. I have everything with write permisions, so I'm not sure why it wouldn't work.
