how to share my folder to internet !!!!

i now that this is no php question, but i dont now where can i found solution for this problem, i want to share my pc folder, and tohers can download from this folder all that they want

first if its mp3, images, files then just use yahoo or someother free hosting service.

i want to make something like this

people downloads program, in this program they make self registration and after registration my program scans theirs pc for mp3 and through odbc (myodbc) sends this links to remote server database

their links looks like

c:\directory\song1.mp3    
c:\directory\song2.mp3

and now when i open my webpage i see this links like

client IP\directory\song1.mp3    
client IP\directory\song2.mp3    

this links on webpage looks like

<a href='client IP\directory\song1.mp3'>download</a>

why i cannot download files by this way ?????, why i must for the first upload this files to server, but after download him to client
