Confirmation Script

I have been trying with no results to have a form create a user... that would send a URL like domain.com/comfirm.php? hash=(Series of numbers) email=(That persons e-mail)

and if the given hash and email are in the same row, to change is_confirmed field in the row to 1, and bring up an error message if they are not in the same row. Can anyone help?
