url navigation?!

I'm new to scripting php, but I'm getting a hang of it now. What I want to know, is how to do to get an URL that looks something like this:
http://www.mysite.com/index.php?lang=swedish&cat=downloads

If someone enters this address then a page (in swedish) with downloads will come up. Anyone knows how to do?! Well, I know that at least someone out must be able to help, so please do so!!!

that is called a template system. or content management system.

It can be extremely complex.
You can find packages that will do it for you, and that you can modify for your specific needs.

PostNuke is an example of a pretty popular one.

I think this is the kind of thing you want to do:

if ($lang == "swedish")
    {
           echo "Swedish language";
    }
    else
    {
           echo "Not swedish language";
    }

if ($cat == "downloads")
    {
           echo "Downloads page";
    }
    else
    {
           echo "Not downloads page";
    }

      include("se.inc");
   }
   else if( $lang == "english" )
   {

   }
