Why is the include code so darn complicated?

Darn it, I keep trying and trying to get it all right, but the stupid codes never work.

I wish I could just get somebody to make a page with a top banner area, 2 black content sides, and the stupid code along with a main.html page to use.

So what I'm asking is either 1: give me clear simple and un-added-upon instructions on how to get the code to work and how to install it, or 2: make a template for me with the code and the top banner and 2 blank side bars (in table format).

So if anyone can help, please reply.

what about a file called index.php which may be called like
http://www.mysite.com/
http://www.mysite.com/index.php
http://www.mysite.com/index.php?pageright=scores
http://www.mysite.com/index.php?pageright=scores&pageleft=news

and there are additional files called header.html, mainright.html etc

Note that the included pages are snippets of html and do not have <html> and <body> tags etc as they are just building blocks in the bigger html file. To check your output view the source on your browser and ensure that it makes sense.
