recode + windows

I want to have "recode" enabled in PHP.
I have win xp, iis, mysql 3.23.39, php 4.2.3
I don't know how to compile this recode-3.6.tar with php 🙁
Please, help me with this 🙂
if you have compiled recode for php 4.2.3 ... it will be great

sorry for my stupid question, but what I have to do with it? i mean - how to have it enabled in php 🙂?
