fsockopen() error with hosting server - undefined function

I would like to have advices to tackle the following problem. I tried many times but still have the following problem.

"Fatal error: Call to undefined function: fsockopen() in /users/iwebland.com/ryoko/home/blocks/ block-NSN_Weather_1.php on line 61"

My website is http://ryoko.iwebland.com/home
My phpnuke portal is under the home folder.

In addition, I checked my hosting site using netcraft.com and the site replied that:

The site ryoko.iwebland.com is running Apache/1.3.26 (Unix) PHP/4.0.6 on Linux

fsockopen is for PHP 3, PHP 4. My hosting site satisfied the requirement, so I ruled out the possiblity of having an old version of PHP on my hosting server.🙁

Not too sure whether my hosting site iwebland close down fsockopen() function due to security reasons? How to check it out?
