I'm not quite sure exactly what I had misconfigured.
I uninstalled, reinstalled Apache 2.043 twice; (last time appeared to be some sort of "repair" installation.
Then I changed some of the config settings in my php.ini file, as well as my httpd.conf, as recommended by Mike Johnston.
While I'm still not quite sure exactly what all that did, (i'm an extreme newbie), it works now...
I was getting a download prompt each time I ran a PHP page...
Mike seemed to think it was a problem with the MIME or something like that.
As best as I can tell from my transcript with him...
all I added was:
ScriptAlias /php/ "c:/php/"
AddType application/x-httpd-php .php
Action application/x-httpd-php "/php/php.exe"
After the line AddType directive for .ico.
Somehow it works now!
