can i create floating text over a button in php?

have a delete button on a page n wondering if i can have a hovering text say"be careful u are deleting blah blah blah", can i n how?

That's nothing to do with PHP, that's HTML, php read a file, interprets some instructions and output the most of time HTML. So what you want is client-side not server-side.
Anyway if you use a form, when you press the delete button you should use the javascript "confirm" function.

No, you should use a server side script to do the confirmation. Never ever ever ever rely on client-side code to do anything unless you can 100% dictate what settings and/or browsers they use.
