Managing music requests

Hi there! I need to create a system to manage musics requests, well it's going to be something like this:

The user requests a music for our server, if there's no music playing, it is added to a playlist, otherwise play it. All musics are stored in MP3 format. My big problem here is to check when a music is playing. Is there a way to find it out? and if it is not playing is possible to make the MP3 player to start playing a certain playlist?

Well, if anyone has tip about how do that, please tell me
