Get only one line from a text file

Sorry Im not sure if maybe this question belongs in the newbie section or not but so far I have not been able to find out how to do this...but perhaps the solution is so simple that I just overlooked it, so I apoligize in advance for wasting time.

All I need to do is get a single line (line 360 to be more exact) out of a regular text file opened with fopen...thats all. Simple right?

Who needs fopen?

$file=file('text_file.txt');
echo $file[359];

Use fopen?
$fp=fopen(...);
$i=0;
while($i<360 && !feof($fp))
$line = fgets($fp,[a good guess about the maximum length of a line]);

$file = @fopen("foo.txt", 'r');

if(!$file) {
		return "Error 1: That file could not be opened.";
} else {

$i = 1;
while (!feof ($file)) {
$line = fgets($file);
if ($i == 360) {
echo $line;
break;
}
$i++;

fclose($file);

that should work..
