Can't get PHP to work

Windows 98 SE-Apache/2.0.39-

Syntax error on line 173 of C:/FoxServ/Apache/conf/httpd.conf:
Cannot load C:/FoxServ/php/sapi/php4apache2.dll into server: One of the library files needed to run this application cannot be found.

The above is what hapens when I try to load my PHP dll so I can use my PHP scripts. I can get Apache to work fine when I comment out the load_module line in httpd.conf, but I want to use PHP, so thats no good. I am just trying to use PHP, If I can't get PHP to work, I will have to learn Python or Perl, as they work, but thats not is not what i wanna do. If anyone can help me, thanks. If more information is needed, tell me what you want to know. Thanks anyone who replies.

This might be a silly question, but it has to be asked:

Does the file php4apache2.dll actually exist within the dir C:/FoxServ/php/sapi/ and is it executable? Coz the error is pretty straight forward - it's saying httpd.conf could not load php4apache2.dll within that dir (httpd.conf is configured with that as the path to php4apache2.dll)

So either php4apache2.dll is not within that dir, or that dir does not exist, or that file is not executable.
