that the comment means that ASP (really vbscript as most people think of it, though javascript is equally acceptable) as a concept is still full of security holes and process flaws
ie vbscript does not handle arrays as well as php
a more matured technology is one that generally has fewer bugs, and is more stable than those less matured...
