PHP errors with webmail

Is there anything wrong with this code, I get errors. From a PC side of things, I receive an error about "Call function undefined", referring to the mail function, I have utilised several different PHP scripts to create a web based form, and still recieve the same error. You help would be greatly appreciated.

Put very simply, you get four variables to work with.

mail($to, $subject, $message, $header);

See if you can stuff all this...

"Does this Proposal ?: $proposal",
"What is the purpose of this proposal ?: $purpose",
"What are the expected benefits of this proposal ?: $benefits",
"What areas of operation should this proposal apply to ?: $areas",

"How should this proposal be undertaken ?: $undertaken",
"What are the expected outcomes of this proposal ?: $outcomes",

...into the $message variable.
