Auto get or sync. HTML code from an excel file

My web pages have about 3-5 cell/places that contain constainly changing, every other weeks, html codes like affiliate banners, product descriptions and pricing, and I have about 100 pages. every time my html code changes, I've to change 3-5 of them in a page and there're 100 of them, that's a real pain. Just wondering if it's possible to set up a little code to get its html code from an excel file, therefore, once the excel file updated and uploaded to a server, all those web pages will be automatically updated. It would be pretty straightforward, but you would have to save the Excel file as a CSV text file, or you would probably need a Windows server and COM extensions to read .xls files. I'm not even sure whether PHP has COM extensions. Most likely, but do you have a windows server with them?

I think we've apache, and CSV text file is not a problem. but what code do I have to put on the web page to grab the html code from the csv text file, and how to specify it to grab which html code from the text file?

create some admin pages that only you have access to and use that to make the changes....

can done from any machine ( great if you travel) , easy to do, quick, only one update needed

We're not in the software/programming area, to us, db is not in the foreseeable future of our plan, since it's just totally foreign to us. we'll prefer to keep all the often changed html codes in excel since it's very easy and has been done already. and theorically, it shall be and could be done in a fairly simple way by a little software code in the web page to look up or sync. with the data/code stored in excel's cell. I believe mac. can do this about 10 years ago, but we've moved to PC now and frontpage/windows or any web tools we've seen just don't have this option.
Please help
