How I can build this code(2 select)!

my database first field is "country" ,the second one is "province"
there are 2 selects
if I click select 1,choose country------USA,
the the second select can display all the provice in USA such as Wahshington,Utah.......
if I choose Canada,
then select 2 can display all the provice in Canada,so I can choose

pls help me,How to do this!

1. use javascript and send all the data (all states and pronvinces) to the client and use the onChange event to make the second textbox read the appropriate info

2. submit the choice to the server and return a new page with the second select box
