Help with IIS, permissions and PHP

I have enables the NTFS permissions, the anonymous IIS permissions, there is no ip access denied, the default document is ok, and i still CANT access to that web address, the url is http://www.gothblessyou.com/php

Can anybody PLEASE help me out 😕 !? thank you so much

The only version of PHP4 I have been able to run on win32 IIS or Apache is 4.1.2 as a CGI... All other versions give me permission/extension failures.
