PHP 4 ignoring varaibles in URL

I've got a PHP 4 server running on Apache 1.3.something on my PC (XP HE). For some reason though, it's not reading the varaibles set in the command line (index.php?op=home). The same file works when I upload it to my website though. Is there somewhere in the config files that I need to tell it to read those?

You will have to access those variables using $_GET[varname], in all recent versions of PHP register_globals has been turned off by default.

So I figured out, luckly I'm coding on my own server and can turn it on.

How big of security risk is being taken if you turn register_globals to on?
