How should I do Birthday notices?

I have to set up a contact managment system that notifies the user with a list of upcomming client birthdays. If I enter their birthdays in a MySQL date field like '7/17/71' I have no idea how to query for that against today's date to find out if that client is about to have a birthday with the year in there.

I thought about spliting up the birthday into 3 seperate fields for day, month, and year. Then I could test against the month and day.

Any suggestions?

Try this SQL:
SELECT * FROM tblBirthDays WHERE WEEK(NOW(),1) = WEEK(bday,1)

This selects all records with birthdays this week (week starting on Monday).

So you are saying I can do this type of thing with a date field.

Can I check if it is within the month and not just the week?

Yet, just use MONTH(NOW())=MONTH(bday) in MySQL.
You can do this with date fields.
