alsoran i asume u mean that u want some1 to become a moderator?
for example i become member of ur forum, and my name is Shadeless. u can put the is moderator on me and i would become a moderator of the forum where u putted is moderator on me.
so a moderator has to be an an other person.
U for example are Site Admin, some1 else a friend or member can be a moderator.
what i explained yesterday is how u can set a friend to moderator.
planetSim, i haven't realy worked with VBulliten, i since when i looked for to test some boards i wasn't able to get a free version of it, i had some free old version sended by some1, but that 1 didn't worked, and since it was hacked.. i just trew it away.
They should make some kind trial version, where u have all full functions, but only can have like 5-6 members, and limited forum/theads, but u can at least fully test it then urself.
So phpBB is just great to start a forum with, because it's free. it would be a shame if u bought a forum, and u wouldn't use it after some time.. so it's great to start with in opposition off vbullitin
