advice please

I'm in need of a content management system in php
on a mysql database. Any suggestions on which
packages are most stable, SECURE, easy to
use?

The site will have many, many pages of text that will have to be searchable, so I need keywords/metatags functions and a search engine. The site will be in at least three languages.

I won't have root access to the server that I'm developing on, so I need something that is readily
available and installed on most servers so I have
a good chance of finding a hosting company that has the package available, or I need advice on hosting companies that would be open to installing
the package for me.

Have a look at POST/PHP Nuke they have all the facilities you have mentioned.

Or alternatively goto osdn.com and do a search on "CMS"

that should bring up enough candidates for you to take a look at.
