Good Book

Can you recommend a good book that teaches PHP techniques, good programming practices and site design?

Well, the O'Reilly books are always good, if at least for reference, I am also fond of the PHP Developers Cookbook, by Hughes, and published by Sams.

As for site design, these books wil be more focussed on PHP than real design, which means you should just go to the bookstore or browse amazon for web design books. I have no real reccomendations there myself.
