I can't get php run correctly in Windows 98 with PWS4 I get this message:

One of the library files needed to run this application cannot be found.

I tried with the installer and i have already edit the registry and the php.ini

This might be a stupid question but all the comments are welcome!

You shouldn't need to even touch the registry when installing PHP. Try downloading the binaries file and installing PHP that way.
