I've read from an HTML sourcebook that <thead> tag may act as a non-scrolling header and the <tbody> can be scrolled when the table rows is longer than the display...
Is there are browser that currently supports this tags?

Those tags do exist in the HTML 4.0 syntax. Although, I've never seen them used. If you ever need to know if a tag is supported you can usually find out by going to www.w3.org.
