How to set the permission?

I have installed PHP as the Apache Module on Windows2000.
And can anyone tell me how to make the php scripts only have
the permission to operate the files under certain directorys?

Now they can create,delete any files or directorys on my
harddisk ...

check php.ini, last time I was in there I recall something about base dir paths......
