URL and variables.

I am wanting to jump to a section of a page and pass a variable at the same time.
example:
www.xyz.com/index.php#jumphere?secid=4(this does not work)

where jumphere is the section of index.php I want to link to
and
secid=4 is the variable I would like to pass.

I have tried..
...com/index.php#jumphere;?secid=4
...com/index.php#jumphere ?secid=4

I'm not sure what to do.
