standalone DHTML app using PHP?

Just wondering. Is it possible to build a standalone DHTML-based desktop app/frontend using PHP? That is, without webserver or not using PHP-GTK. (I know on Windows, it's possible to build such a thing using HTA, which seems an obscure technology.)
