I recently had a similar problem to solve. A client wanted a content management system for his portal sites - but didn't want me to use a db backend or use xml.
Basically got the thing working using text files and html. Quite a challenge - but the whole site has been so much more limited by not beeing able to use a db or xml.
Admitedly, i wasn't very clued up on xml, but no more than i was on using text and html files in this way.
The good thing thats come out of it is that he's now agreed with our advice, and will be shifting the whole site to a database system in the new year - gues who got the contract to do this for him?
