New to PHP Need some pointers

I've been looking over PHP for sometime now and was trying to figure out a ways to start up in it. I'm was wondering if i require having a server to test out things i write or if theres a way i can just install PHP and mySQL onto my desktop computer i only have Windows 98 but want to start my way into programming with PHP. Thanks in advance.

I suggest installing these things on to your computer for testing.
Apache 2.0
PHP 4.2.6
Mysql (Latest Version)
Phpmyadmin 2.2.6

Now there is a tutorial. It says to download different versions but these are the latest.

It justs explains what to do.
As these are newer versions they basically are the same install.

As for your first Project.
without HTML all PHP..
