How to install Mcrypt on Windows system?

I have not found much help... I need my host to install mCrypt on their machines, though they run Windows2000 and do not have any expierence with the CygWin compiler... could I get a brief run-down of the process needed to get mCrypt to work on a Windows machine?

Unless stated otherwise Mycrypt should be installed.
I know its on the latest version of PHP
