gif edit without gd

I have two problems.

1) exec(), passthru, and backticks, as well as system, has been disabled on my server.
2) gd is a new version, which means no gif support

Does anyone know how I can execute netpbm or imagemagick without those functions? Can shell_exec do it, maybe? Any other functions?

I think you're missing the idea... I want to find a way to execute netpbm or imagemagick without execution functions.
I'm pretty sure it's impossible, so is it psosible to set up a server where the exec() function only works on certain directories, i.e. the netpbm binaries.
