does fdf reading code require fdf toolkit?

I'm trying to read from a fdf file using fdf_open() and fdf_get_value(), but keep getting the error:
Could not open fdf document: testdata.fdf in... and the file is there. Do I need Adobe's fdf toolkit?

nevermind. I do need the toolkit. Just too impatient to read ALL the directions.
