If you mean a Rich Text Editor that you can use to create styled HTML text in a quasi-textarea, try this:

The comments and instructions have are in vietnamese-flavored english, but the coding is pretty easy to decipher.
There are others: check hotscripts or GOOGLE Rich Text Editors.
RTEs are javascript code, since they reside in the browser, not the server. Also they only work on IE, not netscape/Mozilla. Don't know about Opera.
