the only problem with coolfreepages, is that you can't use the mail() function.

Can't you make your own folder on your computer to host all the info?
The site mentioned by sigfrid3141 (yoursequel.com) is very easy to sign up for, and so far it seems to be very fast and responsive. I also like the "unacceptable activities" rules and the way they're laid out up front.
I hope Manuel corrects the "though police" typo soon, thought.

well by using apache you can designate a folder on your computer as the root folder meaning outside localhost your computer will only show that folder and anything in it to other computers. They do this only by typing in your IP address into the search bar. and if you have a index.html or index.php (whatever programming your going to use) then they can't type in direct webpages, you can also create a members only area that if not logged in it redirects them to your index page.
Lastly to get around the IP address being given out. visit www.dyndns.com and setup a free account they provide a webpage address that points to your IP without ever giving out what your IP actually is and can point to a dynamically altering IP depending on your service provider but the website at dyndns finds it for you anyways and you can change it at will.
MySQL comes standard in most free hosts now.

You can get shared hosts w/all the bells and whistles for under 5 bucks a month. It's less trouble than these 'free' alternatives that disappear with your data on a daily basis.

If you look into your free host before you sign up you can usually tell what ones are doomed to fail. What is their motivation? If it's not obvious, maybe they are hiding it. Do they provide good support? Are their existing clients happy? Are they willing to go out of their way to provide for their clients?
It's true - a lot of free hosts are going out of business quickly - and for one major reason. Running a free host is not nearly as easy as it looks!
