I know this doesn't pertain to the hosting part of your question, but have you been to http://www.tutorialforums.com/? They have a forum called contests that has something similar.
Also, http://www.graphic-forums.com/ may have something similar; I can't remember. Either way if you're into Photoshop and graphics, both are great sites!
About your hosting question, you could always go to www.webhostingtalk.com and trade someone a design for free hosting. There are plenty of people that use that site with servers but don't know jack about good designing.
