POP up and free. Well no and yes. No because there isnt really any.
And Yes. Some gaming sites give free hosting. So if you site is for gaming purposes. You could try them.
Theres a place called HostUltra it's free, it has a pop-up but it doesn't come up until 10 seconds after you leave the page. It has PHP, MySQL and CGI so if that's what your looking for, here's the link.
